No, you are not considered an EU student by the university unless you have resided in the EU for the three years prior to the first day your academic year begins. If you do not meet the three-year residency requirement you will have to pay international tuition fees. An exception may be made if you are living abroad with a parent who is a foreign diplomat or government worker of an EU nation. Children of diplomats or government officials are usually considered EU resident even if physically absent from the European Union for long periods. All universities in the Netherlands provide international curricula. In Amsterdam there is the Vrije Universiteit (VU) and the Universiteit van Amsterdam (UvA). Close to Amsterdam is Utrecht University (UU) and Erasmus University in Rotterdam. I'd recommend the site of Nuffic, which gives you an oversight of all insitutions, regulations and practicalities.
