If you are enrolled in college, then go to your study abroad office and they will help you with everything! Schools sometimes have organizations they contract with (like IES or CIEE) and they also have inidividual partnerships with different foreign universities. Individual exchange agreements tend to be less expensive than outside organizations like IES. You must first find out what kind of programs your college offers and that will guide which location you choose. Any of those countries would be great choices--I lived in Barcelona for two months and it was amazing. I have been to Amsterdam several times and it is just as amazing too. You should always try to learn the language of the country you are traveling to or studying in. It's often considered rude if you don't give it a go. Moreover, it will be to your advantage to learn that language. Life will be much easier for you (ie. when you are buying train tickets, ordering food, at the store, finding bathrooms, asking for directions, etc) Plus, learning a foreign language while living in that country is a lot less difficult and much more fun! Most schools/programs have language classes for beginners, most schools/programs require you to take a language class during your study abroad program, and some have special intensive language classes before the term starts that will really give you a jumpstart and some excellent preparation. Just make sure to speak with your school's study abroad coordinator as soon as possible to make sure you meet any requirements and have enough time to explore a few different programs to find the one that works best for you.
