What college tuition fees do i pay with dual-citizenship?
I have dual-citizenship for America and the Netherlands. If i want to attend college in Europe am i still an international student or can i pay the EU tuition fees?

As a citizen of an EU member state you also hold a citizenship of the European Union, with all its rights and priviledges. Any additional citizenship will not make you any less an EU citizen. In the EU your US citizenship has little relevance. Most EU member states offer lower tuition fees or no fees at all to “home†students. Some states consider any EU citizen a “home†student, while others require students to have lived in the EU (or certain other qualifying countries and territories) for a specified time.
