From what I have read on your previous questions, you are an Indian citizen. You are in the USA on a student visa. You need an I-20 for validity of your F-1. That being the case, you still need to show authorities in the Netherlands that proof that you were legal in the USa. With that, you will also have to show your dutch student visa. On the other hand, if you have a PERMANENT/GREEN CARD, that is when you dont have to show your i-20.

What type of alien card you have? You mean a greencard? if not, it's very likely you do need to show your i-20 to the embassy. Disclaimer: I am not a lawyer, you should consult a lawyer for legal advice.
